In 1984, the Federal Emergency Management Agency (FEMA) and the National Association of Schools of Public Affairs and Administration (NASPAA) collaborated to foster a community of scholars focused on research and professional practice in emergency management. The intent was to build a community of researchers and professional practitioners who would support improved performance for an increasingly challenging set of problems confronting emergency managers at all levels of jurisdiction.
